I don't know... I guess you can just pass "-C" to autogen.sh and
bootstrap.sh anyway to get this behaviour, so it's not a real win.

I suppose that it's likely that a cache could be a bit confusing to use
by default seeing as people might run it, realise they have a missing
dep and then install it, then rerun bootstrap/autogen.... under this
circumstance having a cache is likely to be more problem causing than
problem solving.

For those of use doing this kind of thing often, we can know to pass -C
to the commands.

I actually always run bootstrap/autogen without the configure stage
anyway, as I always use a separate build dir, so this optimisation won't
really help me or others that do this.

So I think that on balance, it's likely better to no cache this stage.
