You've asked a lot of [K]Ubuntu specific questions, but not a huge number of people involved "upstream" (i.e. this list) are Ubuntu users so you're probably better asking in Kubuntu channels. I've been told that the next version of Kubuntu will be shipping with PA, so that is probably the best place to start. Once you have PA itself installed, you need to ensure you have proper pulseaudio support in your phonon and kmix KDE packages. I've written integration for PA into both of these packages and patches are readily available to backport this support to slightly older versions of KDE.
