Answering my own question based on more research on Fedora Rawhide updated today and an Fedora 10 update today. For some reason I've missed the fact that on the "Playback" tab in PAVucontrol there is a "move stream" drop down. This works on both F10 and F11 (rawhide) and is immediate. Excellent! Setting the default on F10 does not work even if the sound apps are restarted, however, today I could see that the default setting is respected on F11 (rawhide). For instance, using firefox to play videos from youtube will respect the default setting if one reloads the page. So, the latest version of pulseaudio on F11 (rawhide) works very well in respect to directing streams to output devices.
