Ubuntu's generic kernel, used on desktop systems is not preempted. Since I am not a member of the kernel team, I can't comment why, and I myself am surprised. I have contacted the kernel team for Ubuntu to ask why they have things set the way they do, and intend to respond as soon as I have an answer from them.
