My main issue is that this is different from how any other stream is handled. Imagine I have 3 sound output choices (a headset (A), on-board (B), some USB sound-card (C)). For a normal app, I set a preferred sink and it falls back to default, for example I'd always prefer it to be on A and to move to B if that's not possible. For event sounds, however, the only way to get it to be on A is to set A as a default, then in the case A is disconnected, its a toss up whether B or C gets event sounds (I'm sure there's some consistency, but it may not be the one I want?).
