I'm surprised that PA is affecting the file transfer in such a dramatic
way. Is PA thrashing the CPU (in top) or disk IO (iotop) while this is
happening?

Can you repeat this with PA 0.9.21 (it's in main/testing repository for
2010 and will become an official update sometime soon)
