Lots of nice things don't work in system wide mode :( (as you've found! + other things like user switching; locking out the inactive user from sound access and granting it to the other, now active user etc.) Generally speaking the only time to use system wide is on an embedded, user-less system or when all users require to output sound simultaneously (e.g. on a multi-head, but single sound o/p system.)
