If you run pavumeter, is there signal on the stream?

Is the stream directed to the right device? (i.e. right click on it in
pavucontrol, check if it is)

Play around with both pavucontrol and all volume controls there, as
well as "alsamixer -c0".

Do you have multiple sound cards/devices? What is the contents of /proc/snd/pcm?
