Earlier PA I used > (default in 11.0) was working well. Try running "pulseaudio -vvvv" in a terminal. It might explain what is going on. (do a pulseaudio -k first to stop a running instance first). Some graphics drivers (nvidia closed source crap) break process scheduling in some way whcih causes PA to miss its scheduling deadline which results in drop-outs.
