That connection management is handled by external applications, like
patchage, qjackctl, jack.plumber, LASH, etc. JACK applications should
never connect to anything by default.

It's the general consensus, though some disagree for some
applications;). There is a good thread on it on the jack list called
"Auto Connect Policy".
