PulseAudio and Network Audio Devices

On the machine that I'm noticing the "no change behavior" in,
pulseaudio-module-gconf is indeed installed. I guess it's not activated.
How does one activate it?

Considering that both are on fresh installs and fully "yum updated",
does anyone have any idea why it would be activated on one and not on
the other (assuming that that is the problem)?
