Just want to add that I have exactly the same issue on a Lenovo Thinkpad P16v
with a Ryzen 7840HS. Without fail, if I close the lid, wait until the laptop is
sleeping, unplug the charger, and open the lid again, the CPU will be locked
between 400-544MHz.

Reinserting the charger does not fix the issue but subsequently disconnecting
it does.
