[PATCH v3 02/13] platform/x86/amd/pmc: Relocate STB Debugfs to a New File

With the core functionalities of STB now transferred from `pmc.c` to the
new `mp1_stb.c`, the creation of debugfs should also be moved to this new
file.

This change has been logically separated from the previous patch to avoid
circular dependencies.
