There is "no new force-release quirks" policy in linux kernel. https://git.kernel.org/cgit/linux/kernel/git/torvalds/linux.git/commit/?id=8b8a518ef16be2de27207991e32fc32b0475c767 "force release" quirks are handled by userspace e.g. by udev rule.
