pjsip has nothing to do with data link layer (OSI layer 2) as it operates on application layer ( OSI layer 7)
Feel free to set up vlan interface by the means of your operating system and then assign an IP address to it. After that you'll be able to start pjsip bound to that IP address and packets will flow through the specified vlan.

How can I set vlan id in ethernet header of rtp packets. There is a configuration to set vlan priority. But I want to set vlan id also in Ethernet header.
