Sounds to me like correct behaviour. SIP is expected to run on an unreliable transport so duplicate invites will receive duplicate responses. You don't want to give two different answers to the same question. Are you experiencing any problems due to the duplicates? I cannot even see an efficient way of manually looking up each call to check for duplicates to reject such INVITEs.
