During compilation process (actually during the configure-step) it is determined, which libraries are available and then used. If you don't have any -dev package for *any* audio library available PJSIP will see NO audio device.... Since you are on ubuntu, you can use my PPA: http://blog.g00se.org/2013/10/pjsip-for-ubuntu-ppa-with-video-support.html It also includes VideoSupport and the old python-bindings.
