Is possible to modify the video codec property when running?

Hi,

The pjmedia level supports it, i.e: via pjmedia_vid_codec_modify(),
however it is not exported (yet) to pjsua level and currently the
ffmpeg codecs wrapper has empty implementation for this operation.
