a-Law issue

I am attempting to write a TDD (touch tone for the deaf) application using PJSIP.   If the call comes from a mu-Law encoded phone everything seems to work fine.   However, if the call comes a a-Law encoded phone, the tones do not decode properly and the encoded tones seem to get lost each about 50% of the time.

Is there a known issue with the a-Law encoding?   I noticed it was an older Sun implementation and did notice that Asterisk chose not to use that for their codec.
