I am not aware of a SIP Server implementation in pjsip. But of course
there are plenty others: Kamailio, OpenSIPS, ...

If you just need a free public SIP server register with one of these:
- AG-Projects: http://sip2sip.info
- Voipuser: http://www.voipuser.org/
- iptel.org: http://serweb.iptel.org/user/reg/
- Antisip: http://sip.antisip.com/account/
