I noticed that arm-none-symbianelf-gcc-3.4.3 is missing the .exe extension at the end in the C:\Program Files\CSL Arm Toolchain\bin which is obviously something significant since it is a binary and should be a .exe and not a .3 extension, but it didn't solve the error.
