Building python on Windows

Frankly on Windows I don't use setup.py to build/install the modules, so I
don't know for sure how things are supposed to work. But I'm sure there are
instructions out there on how to do it (e.g.
http://www.vrplumber.com/programming/mstoolkit/index.html).

For me, I just use the VS IDE to build the module, then add pjsip-apps/lib
and pjsip-apps/src/python to PYTHONPATH, as explained in
http://trac.pjsip.org/repos/wiki/Python_SIP_Tutorial
