Yes, it is rather strange since in pjsua SDP iLBC has higher preference than PCMU, and the eyebeam supports iLBC as higher preference too in its SDP. Perhaps eyebeam decided to send PCMU because eyebeam doesn't support or unsure about mode=30 (frame time).
