I guess this is the continued version of the axis2 pecl package. Any
reason why its not being made available via PECL? Would specifically
make the life for windows users a lot easier. But also *nix users

Even if its not made available via PECL, it could be provided as a
PEAR installable package.
The current build system needs to be fixed to make is a PEAR installable
package.
At the moment, work on 1.1 release is going on and PEAR installable
package would be attended to after 1.1 release. Hopefully would be
avilable by December this year.
