I would doubt that the project at http://phpsoaptoolkit.sourceforge.net/phpsoap/ is the correct one (unless it has been moved). This page hasn't been updated in almost 2 years.
It's from PECL. It was written by Shane Caraveo and Brad LaFountain with recent (massive) contributions by Dmitri Stogov.
