Hello, Mr Frank is right. This is permission problem. I faced same problem to run Oracle and MS Access in Windows 2003. Microsoft has changed user privileges in Windows 2003. For example, I run a PHP program connect to oracle in Windows XP but it isn't run in Windows 2003.
