I discovered my problem by using phpinfo() and realizing that the include_path and extension_dir did not equal what I had set in php.ini. Then I got to digging. I have always kept php.ini in C:\WINDOWS. I copied php.ini from windows to the PHP installation path, restarted apache, and viola. Problem solved. Thanks for all the help.
