The easiest way to run Apache and PHP on localhost for a developer
environment is by using Apache Friends XAMPP
(http://www.apachefriends.org/en/xampp.html)

It is ridiculously easy to set up for someone new to LAMPP, and there are
versions for Linux, Windows and Mac OSX
