Check phpinfo() and see what options it was compiled with - at the very least you need gd support (--with-gd) and probably need to specify (--with-jpeg-dir) to point to jpeg libs. Aside from your configure line, you should be able to see from perusing whether the image functions are supported. If you're using a packaged php, I would assume these to already be enabled - strange.
