You need to install the MSSQL Client Tools or alt least copy ntwdblib.dll from the SQL Server (this will allow connections but not configuration).

I have the php_mssql.dll in the extension directory but when I execute a
PHP page, I am told that the dll does not exist. This is on Windows XP Professional.
