I expect this is a build glitch. Let's track http://bugs.php.net/bug.php?id=26744 and see what the "official" PHP response is.
Seem it was a build problem. The latest PHP5 binary snapshot has php_oci8.dll. The Windows snapshot can be downloaded from:
http://snaps.php.net/win32/php5-win32-latest.zip
