Change this:

echo "<textarea name='headers' cols='250'
rows='5'><PRE>",HtmlSpecialChars($headers[$line]),"</PRE></textarea>'";

For

echo "<textarea name='headers' cols='250'
rows='5'><PRE>".HtmlSpecialChars($headers[$line])."</PRE></textarea>'";

Which should display.
