Ehm, you could use the user's ip address, and hope it isn't a dynamic one. Or you'll just have to use a cookie.
That's the problem i can't use a cookie. And everyone with a telephone like connection is the ip-adres dynamic. I can't use a cookie during privacy settings of most users.
Then no, there's no way to identify a user when they return except for having them log in.
