ORA-12538 means "TNS : no such protocol"
- you have a problem in your TCP protocol ?
- or there is a typo error in your line :

Here is what I use in my case :

(PROTOCOL = TCP)
(Host = <ip_address>)
(Port = 1521)
)
(ADDRESS =
(COMMUNITY = tcp.world)
(PROTOCOL = TCP)
(Host = <ip_address>)
(Port = 1526)
)
)
(CONNECT_DATA = (SID = ORCL)
)
)
";
Note the difference in CONNECT_DATA. Would it come from that ?
