While this really has no place on the PHP-DB list, I'll respond any way.

IP v4 (that which is currently deployed) has geographic considerations, all
of which heavily favour the US.  The EU is pushing heavily for the
deployment of IP v6 for this very reason.  A brief overview of IP structure

i've seen sites that can tell you the geographical location of virtually any
given ip address.

i was wondering, is there some formula for figuring this out? maybe
something that could be implemented with php?
