Has Bug 7634 been fixed?

Anyone knows if the bug reported in <http://bugs.php.net/bug.php?id=7634> 
has been fixed (the bug :  lock table and mysql_pconnect used together could
hang the server if the tables have not been unlocked before script terminates)?
