I'd suggest this is rather a trivial problem whereby you connect to a database, run one simple "select" query, and loop round results building a simple string containing <UL> and <LI>. There are many tutorials out there showing how to "mysql_connect", then "mysql_query", then "while($row = mysql_fetch_array()".
