If you aren't doing something right with htaccess, in general, you're  
probably going to get that error on your server. Google "htaccess  
tutorial". You can also poke around in Apache's documentation.

The file is not showing up because it's basically considered a system  
file and thus it's hidden. Do a Google search for your system OS and  
showing hidden files.

You have a couple of options, really -- you can either overwrite the  
bad htaccess file with a blank one, or you can show the files so that  
you can delete it.
