Hi it is XMPP / Jabber protocol.
I have developed a similar solution in Perl though which i have released on open source licence.

yeh it is not possible unless the user is in your contact list...
if the user is in your contact list then this can be achieved by the use of
Google APIs/XMPPHP. i personally never worked with either of them though
