Well, what you need is an Admin panel from where you can set the content of the pages. When your page renders all the content will be fetched from the database. By this way you can have the same Website Backend with different content.
I agree with the implementation of SMARTY as it would allow you to change the layout/appearance on the fly. But you can consider the CSS and Theme based design also.
