You Can use FPDF class to generate pdf using php script, and PHP-Mailer class can be used to add attachement before sending email, it have options to attach file such as using FILE OR STRING containing file. FPDF can be used to produce pdf in File to save on disk, directly output to the browser or just place it in string, you can see FPDF class's function output for more detail.
