http://www.phpjobscheduler.co.uk/ explains how it's achieved, but basically
each user hitting your site runs a check to see if anything needs to be run,
so you need lots of hits if things are time-critical.

u can use scheduled tasks if u want to run a particular scripts once in a
while.
if u want to run any program from a php script u'll hav to use exec() or
similar function..
u can use both of them together to attain the above result.
