Let me cut to the chase then. That won't work because it needs a browser connection to be able to run the JavaScript code, which means it relies on a user to connect at the exact point in time you want the stuff sent out. This sort of this can be done using PHP - there's already a 'Scheduler' class that will check a schedule every time a user connects and run the code if required. However, you need a busy site for this to work properly. So, as you can see, you're back to some kind of Cron scheduled task. If you're running Windows, and can guarantee the PC/Server will be switched on, then you can set up a Windows Scheduled Task to run at the appointed time, calling the PHP page and running the code.
