I would recomend going the shoutcast route. using say a win desktop you can directly or relay to brodacst using say winamp with dsp plugin to stream any audio you wish. In the browser use quicktime to play your stream. You can use a simple form with javascript to change streams if you are brodcasting on more than one stream.
