Use preg_match_all, for example:

<?php

$s1 = 'Davis, Nathan Ventura';
$s2 = 'Davis, Nathan, Ventura';
$s3 = 'Davis Nathan Ventura';

$r1 = justOneComma($s1);
$r2 = justOneComma($s2);
$r3 = justOneComma($s3);

echo "$s1 = " . ($r1 ? 'true' : 'false') . "<br/>";
echo "$s2 = " . ($r2 ? 'true' : 'false') . "<br/>";
echo "$s3 = " . ($r3 ? 'true' : 'false') . "<br/>";

function justOneComma($pStr)
{
    return preg_match_all('/,/', $pStr, $mt1) == 1;
}

?>
