try switch $He = "192.168.1.68" for $He = "localhost".
If you are usign the xampp so the mysql and the apache are in the same
machine. If this is true you can call the mysql server by localhost.
By default of security, the mysql not allow external acess to the
database.
If you really wanna to allow this, what is not recomended, for make
possible someone invade your system for brute force, you will have to
change the config of mysql what you can see how into the mysql site.
