If you have a MySQL Database in there... that might also be a component.

JavaScript doesn't do anything, language-wise.  The DATABASE might have portions of it... 
that control storage of values that are language specific - and you need to make sure that 
you have created your database and table(s) accordingly.

Apache MIGHT be affecting your problem.  Check your httpd.conf file.  Look for language in 
the file, and make necessary changes.  The only other component not listed above is YOUR 
BROWSER.  Check to insure that it supports the language you are trying to use.

The problem is similar in that both languages are multi-byte languages and present unique 
issues associated with presentation of such.
