You can have a look for phpclasses.org for some interfaces to common sms-providers. But every provider has its own interfaces to access sms services so in my oppinion you will have to implement such an application by yourself. Look for an provider who offers a web interface (by http, email or webservice or whatever you want) and create an interface to access this service. With best regards...
