I doubt there is a single "best" framework, although I'm sure each one will have its fans who will claim otherwise (lol). Each has it's own strenths. It's better to consider which is best for you and meets your requirements. Personally, I have love working with the CodeIgniter framework, especially combined with the Rapyd framework for CRUD applications. It's easy to learn and use, has an excellent user guide and online video tutorials and has some excellent integrated features. Plus it works with php4 and php5.
