They do referer checking to make sure all login requests come from Paypal-served pages. It doesn't matter whether you intend to store the password or not. Paypal will not let a third party intervene with the login process in any way. That is what phishers try to do. You might be able to screen-scrape their site, but it will be a brute-force operation and against their merchant terms of service.
